The mobile homes located at 705 Kenwood and 715 Kenwood have been demolished by the owner. Two mobile homes were located on the west side of 715 Kenwood and two mobile homes were located on the east side of 705 Kenwood. The mobile homes that were located at 705 Kenwood were manufactured in 1962 and 1965. The mobile homes that were located at 715 Kenwood were manufactured in 1963 and 1964. All four mobile homes were well past their useful life. The owner declared them uninhabitable in an affidavit filed at the Champaign County Clerk’s Office in May of 2011. The filing enabled the owner to avoid paying the Mobile Home Use Tax for the mobile homes. It also prevented the City from using the State of Illinois’ Abandoned Mobile Home Act to force the owner to remove the mobile homes.
Neighborhood Services Department-Code Compliance Division has been working to get these mobile homes removed since August 2008. In December 2011, the property manager hired by the owner was contacted regarding demolition of the mobile homes. The property manager stated that the mobile homes would be removed in the spring of 2012. After the owner and property manager failed to demolish the property or return numerous phone calls and emails from Neighborhood Services, the City of Champaign’s Legal Department was contacted for guidance on dealing with these uninhabitable mobile homes. On January 1, 2013, a new property manager took over responsibility for 705 and 715 Kenwood.
Neighborhood Services contacted the new property manager to discuss the issue of the mobile homes. The new property manager stated that they were getting bids for the demolition of the mobile homes. On February 4, 2013, the properties were inspected and found that three of the four mobile homes had been demolished and that the fourth mobile home was in the process of being demolished. An inspection on February 12, 2013 showed that the fourth mobile home had been demolished.
