Country Fair Apartments

The Country Fair Apartments located at 2106 W White were inspected as part of the systematic multi-family common area program in February 2008. Forty-two buildings were found to have violations of the International Fire Code. In addition, three tenant complaints had been investigated and each case contained various violations. In an effort to gain cooperation in correcting the violations and to avoid potential litigation, the City of Champaign entered into a stipulated agreement with Rose Country Fair LLC on March 11, 2013. The terms of the agreement were to correct all the deficiencies within a three year period. The deficiencies included installation of a limited area sprinkler system connected to the fire alarm for each building and installation of self closing fire rated doors and assemblies in the mechanical, storage and laundry rooms.

Neighborhood Code Compliance received a request from Neil Strack, architect for Country Fair, to inspect the property as all violations had been resolved. Tim Spear, Kim Burnett and David Oliver conducted inspections on Thursday, October 24, 2013 and found eight of the buildings to be in compliance. The remaining thirty four buildings had newly installed fire rated doors that were not self closing and latching properly. In addition, Tim was able to inspect the three dwelling units involved in the tenant inspection request cases and found them to be in compliance. Kim and David returned to the property on Friday, October 25, 2013 to reinspect those buildings and found all to be in compliance at that time.

Previously, the Building Safety Division had issued permits for limited area sprinkler systems to be installed in each building. The Building Safety Division inspected and finalled the permits on October 2 and 10, 2013. With the limited area sprinkler systems installed/approved and the fire rated doors installed/approved, a compliance letter was able to be issued to the owners on Friday, October 25, 2013.
