The City of Champaign continues to conduct executive level recruitments for the positions of Human Resources Director and Fire Chief. After nationwide searches, interviews for both positions will take place the week of April 7, 2014.
Human Resources Director candidates to be interviewed on April 7, 2014 are:
James Gallaher is currently Assistant Vice President/Chief Human Resources Officer for Eastern Michigan University in Ypsilanti, Michigan. Mr. Gallaher has a Ph.D. in Human Resources Development, Master of Business Administration, and Master’s Degree in Human Resources Development from the University of Illinois; and Master’s and Bachelor’s Degrees in Workforce Education and Development from Southern Illinois University. Gallaher is on the Board of the Corporation for a Skilled Workforce, Past-Chair of the College and University Professional Association for Human Resources, Midwest Region, and is a member of the Society for Human Resource Management.
Amy Klockenga most recently served as Senior Human Resources Manager for Atkore International, Inc. Ms. Klockenga has a Law Degree in Labor and Employment Law from Marquette University and a Master’s Degree in Labor and Industrial Relations and a Bachelor’s Degree in Political Science from the University of Illinois. Klockenga is a licensed attorney in Illinois and Wisconsin, certified Senior Professional in Human Resources, and Certified Compensation Professional.
Elaine Tincher-Johnson is currently Director of Human Resources at University of Wisconsin-Parkside in Kenosha, Wisconsin, has a Master’s Degree in Human Resource Development from Webster University in Great Lakes, Illinois and a Bachelor’s Degree in Business Administration and Management from Columbia College in Gurnee, Illinois. Tincher-Johnson is a member of the Society for Human Resource Management.
On recommendation of interview panelists, two additional candidates are being interviewed for the position of Fire Chief. The Fire Chief candidates to be interviewed on April 10 and 11, 2014 are:
Jon Musgrave currently serves as Captain for the City of Bloomington, Indiana Fire Department. Mr. Musgrave, a 24-year fire service veteran, has held multiple ranks including Deputy Chief. He has a Graduate Certificate in Public Administration and a Bachelor’s Degree in Adult and Career Education and will complete a Master’s Degree in Human Resource Development in May from Indiana State University in Terre Haute, Indiana. Musgrave is a member of the International Association of Fire Chiefs and the Society for Human Resource Management.
R. Vance Swisher currently serves as Deputy Fire Chief/Deputy Emergency Management Director for Rochester, Minnesota and Fire Chief of the Stewartville, Minnesota Fire Department. Swisher, a 20-year fire service veteran, has a Master’s Degree in Fire and Emergency Management Administration and a Bachelor’s Degree in Fire Protection and Safety from Oklahoma State University in Stillwater, Oklahoma and is a graduate of the Executive Fire Officer Program at the National Fire Academy in Emmitsburg, Maryland.
The interview process for both positions is extensive, designed to assess each candidate’s professional strengths and weaknesses, and to allow the candidates to learn about the City and the respective Departments. In addition to an interview with the City Manager and Deputy City Manager, the candidates for both positions will field questions from interview panels comprised of area professional representatives, Departmental employees, and City staff.
“The City Manager will make a decision on both positions in the next few weeks after reviewing the feedback from the interview panels and extensive background checks,” said Acting Human Resources Director Lori Bluhm. “This selection process is very thorough so that both the City and the candidate can make a successful decision,” she added.
