Compliance and Bar Checks Conducted During January/February 2015

The Champaign Police Department, assisted by both the Urbana Police Department and the Parkland College Police Department, conducted a total of 35 compliance checks at liquor establishments located throughout Champaign during the months of January and February 2015. Compliance checks are important in ensuring that those establishments holding a liquor license are not serving alcohol to underage individuals.

During the compliance checks, four businesses sold alcohol to covert minors. Those establishments were:

  • Lacey’s Place – 1724 W. Bradley
  • El Toro II – 723 S. Neil
  • Wedge Tequila Bar – 415 N. Neil
  • White Horse Inn – 510 E. John

In each case where a violation was committed, the server was issued a City of Champaign Notice to Appear for the offense of “Alcohol Sales to a Minor.” Each violation was also reported to the Deputy Liquor Commissioner.

During the same time period, Champaign police officers also administered three “Training for Intervention Procedures” (TIPS) classes at the Champaign Police Department. The City of Champaign offers these classes free of charge and strongly encourages businesses to send their employees to this training. The Champaign Police Department, in cooperation with the Illinois State Police, also conducted three (3) bar check details during the January/February 2015 time period. Those checks were not conducted utilizing grant funds. As a result of those bar checks, minors were cited for liquor violations at the following locations:

  • Red Lion – 211 E. Green – 19 Notices to Appear
  • Firehaus – 708 S. Sixth – 2 Notices to Appear
  • It’s Brothers Bar and Grill – 613 E. Green – 9 Notices to Appear
  • Joe’s Brewery – 706 S. Sixth – 19 Notices to Appear
  • Murphy’s Pub – 604 E. Green – 1 Notice to Appear
  • Kam’s – 618 E. Daniel – 25 Notices to Appear.  A violation notice was also sent to the Deputy Liquor Commissioner for the Presence of Minors on Premise and a Happy Hour violation.
  • High Dive Bar – 51 E. Main – 3 Notices to Appear.  A violation notice was also sent to the Deputy Liquor Commissioner for the Presence of Minors on Premise.
  • White Horse Inn – 510 E. John – 5 Notices to Appear.  A violation notice was also sent to the Deputy Liquor Commissioner for the Presence of Minors on Premise.
  • Illini Inn – 901 S. Fourth – 3 Notices to Appear.  A violation notice was also sent to the Deputy Liquor Commissioner for the Presence of Minors on Premise and Intentional Misrepresentation of Age by an Employee.
  • Clybourne’s Bar – 706 S. Sixth – 4 Notices to Appear. A violation notice was also sent to the Deputy Liquor commissioner for a Happy Hour Violations.

During the course of these details officers also cited individuals for the following violations:

  • Kegs Without License – 3 Notices to Appear
  • Possession of Alcohol on Public Property – 1 Notice to Appear
  • Unlawful Use of Identification – 1 Notice to Appear
  • Damaging Property – 1 Notice to Appear
  • Sale of Alcohol to a Minor – 1 Notice to Appear
