Champaign City Council Redistricting 2011

Following a decennial census, political districts are re-drawn to reflect population changes.   Statutes and the Constitution state that City Council districts must be roughly equal in population.  This is done to meet the Equal Protection Clause of the U.S. Constitution and reflect the requirement of  “one person, one vote.”

Between 2000 and 2010, Champaign grew by 5,701 people to 81,055 total residents.  The 2010 Census count showed that current Council district boundaries are no longer equal in population.

Redistricting Principles

The following principles were created by City Council to be followed when drawing new districts:

    A.  Each of the five districts shall contain the residence of an incumbent
         district Council Member.

    B.  Any plan should be based on the most recent census data available and 
         certified as official by the Secretary of State of the State of Illinois.

    C.  All districts shall be composed of territory that is contiguous and
         reasonably compact.

    D.  Any plan should avoid fragmenting or packing minority communities.

    E.  Any plan should not dilute the voting strength of racial minority
         populations.

    F.  Council districts shall be as nearly equal in population as possible,
         utilizing precinct boundaries as the building block of the redistricting.
         Target population for each district is 16,211 people.
