Bristol Place Redevelopment – Case Management Services

 

The Neighborhood Programs Division is responsible for developing and managing programs to address neighborhood needs, including rental and home ownership programs, neighborhood plan implementation, and public service activities. The Division administers a variety of Federal, State and local funds to support these programs and activities.

Housing Programs

Housing assistance programs established by the City of Champaign are funded through a variety of federal, state, and private sources: the U.S. Department of Housing and Urban Development (Community Development Block Grants and HOME Investment Partnership Program), Illinois Housing Development Authority (Neighborhood Stabilization Program ), and the Federal Home Loan Bank of Chicago.

These sources provide housing assistance to homeowners, tenants, and landlords in several programs with different eligibility requirements.  Every program available through the City has an income restriction with many of them also requiring that the home being rehabilitated is owned by the resident with a few exceptions.

Contractors

The City welcomes new contractors to complete projects for the Neighborhood Programs Division as follows:

  • Accessory Structure Demolition
  • Acquisition/Rehabilitation Improvement
  • Emergency Repair
  • Full Home Improvement
  • Home Accessibility Repair
  • Rental Rehabilitation Improvement

Contractors are approved through a verification of work, insurance and both business and financial references before being added to the contractors’ list. Furthermore, all approved contractors must be certified or have minimal lead based paint safe work practices. Community Development

The City of Champaign utilizes local, state, and federal sources to revitalize neighborhoods, encourage economic and community development, and provide improved community facilities and services.

Many of these activities are focused on benefiting low- and moderate-income persons or areas that are identified in either the City of Champaign Consolidated Plan, the Neighborhood Wellness Plan, or in a specific neighborhood improvement plan.

Neighborhood Programs Division Policies, Procedures, and Reports

The Neighborhood Programs Division provides housing and community development assistance as authorized by the Champaign City Council to address identified needs in the community.

The policy and reporting documents in this section establish the framework for these activities as required by the various funding agencies (i.e. U.S. Department of Housing and Urban Development, Illinois Housing Development Authority, etc).
