Emergency Repairs Program
The Emergency Repairs program provides grants to eligible Champaign homeowners on an “as needed” basis. It may be used to correct housing deficiencies of an immediate nature that threatens the health or safety of the occupants of the structure such as a leaking roof or non-functioning furnace.
An application and verification of income and assets are also required in order to qualify under the program’s guidelines. This program requires that homeowners seeking assistance be under 80% Median Family Income (MFI) for the Champaign-Urbana-Rantoul-MSA. Full Home Rehabilitation Program
The Full Home program provides grants and/or low-interest loans for the purpose of hiring a contractor to repair deteriorated dwellings within Champaign. Homes renovated through this program will generally be in need of moderate to substantial rehabilitation including electrical, plumbing, heating, and structural repairs required to bring the home into compliance with City code requirements. All eligible homes must also have lead based paint hazards that will also be addressed in the remodeling. In most cases repair costs may not exceed $25,000.
Additional requirements are that the individual applying for assistance owns and occupies the home, the property must not have any outstanding nuisance violations at the time of application and throughout the construction phase of the project, and the property owner must not have received prior full home assistance through the City of Champaign at the same address.An application, verification of assets and income, and a review of title and credit history are used to qualify the applicant under the program guidelines. Handicap Accessibility Retrofit Program
The Handicap Accessibility Retrofit program provides grants or deferred payment loans to eligible Champaign homeowners or renters to eliminate barriers, modify the layout, or add structural accessories or improvement to the dwelling to make it more accessible to the disabled occupants. It is offered on an “as needed” basis.
